Best Rolling Paper in India 2025: Full Guide 2025: Full Guide

The rolling paper industry is 260 years old. The first cigarette paper mill was opened in Alcoy, Spain in 1764. Prior to that, tobacco was rolled in leaves and smoked, but paper was needed as people were starting to roll tobacco in newspapers, which was not safe since the ink was present. The rolling paper came in sheet form, not in the booklet format that is used today. The booklet format came into being about 50 years later, in 1815. The oldest known brand of rolling paper in the world is Pay-Pay, which is even available in the market today.

It was during the early 1900s that rolling paper became what it is more or less today – compactly constructed in a way that the paper burns slowly and ultra-thin so that there is little ash when burned. Rolling papers are battling with glass pipes/chillum/bongs and tend to be popular generally among adult users as they are easy to carry and use. Pipes also become messy after continuous use and are a breakable product.

Let us talk about some of the Best Rolling Papers in India

1. RAW and Elements:

Established by Josh Kesselman in 1995 the HBI brand retails mainly rolling paper but they also carry a line of smoking accessory products such as cellulose/plastic filters, roaches, pre-rolled joints/cones, rolling trays, ashtrays, apparel etc. The rolling papers are designed to be used with rolled tobacco/weed/hashish(hash). In India as weed and hash are illegal (though found illegally in the black market), they are supposed to be consumed with rolling tobacco. Josh was the person who came up with the idea of using natural unbleached rolling paper that would not interfere with the taste of the substance being consumed. The brand is available in 50+ countries including India.

RAW Browns are well-liked rolling papers, yet Buy RAW Black rolling paper is higher quality and thinner compared to Browns. Republic is RAW's biggest competition, which is branded as OCB. The OCB papers are easily accessible in India, but some fake OCBs have been circulated in the market, which aren't suggested for use. Elements and Juicy Jays brands also come under the same company HBI (RAW).

2. RED Smoking:

It was in the year 1922 that the brand was established in Capellades, Spain. It was in the early 1970s that the brand began exporting to the USA, and this resulted in the brand recording more sales. It was in the year 2006 that the brand was reportedly brought to court for utilizing carcinogens as raw material to reduce the cost of production, though the case was later dropped. The brand produces Smoking Red rolling papers that are thin and of good quality.

3. Rizla:

It was in 1952 that Pierre Lacroix traded the rolling paper he had for a bottle of costly champagne, and that was Pierre's initial sales of rolling paper. He therefore realized the potential that the category had and embarked on venturing into the rolling papers business. The brand experienced unplanned expansion in 1886 after the introduction of 'rice' rolling papers. The brand name was subsequently 'Riz La+' (Riz being the French word for rice and La+ being an abbreviation for Lacroix). Imperial Tobacco acquired the company in 1997. The brand introduced Rizla Bamboo in 2019. The paper is bamboo that is free from chemicals and the paper is softer and easier to roll than others.

Medium thin green Rizla papers with cut corners are the best-selling products of the brand.

4. Mascotte:

Netherlands-based Dutch company founded in Eindhoven. A family-owned corporation founded in 1858 as a cigar and cigarette factory. The company started to thrive under its owner Frank Mignot, during world war II when there was a shortage of rolling paper and a ban on import.

The company produced thin rolling papers without chlorine and the application of Arabian gum on the edges. The base market for the brand is Netherlands and some regions of Europe but is currently exported to other destinations such as India and retailed at a premium of 15% above Raw Browns.

5. Zig Zag:

Zig Zag(s) were very popular in India till 2015 and were the market leader till then.

But slowly year after year the brand's market share in India has been dwindling. One of the reasons was growing competition, especially from RAW, and the entry of counterfeits/fakes of Zig Zags into the market (the same very thing which OCB is experiencing now). The firm has a long history of more than 144 years when in 1879 two Frenchmen, Maurice and Jacques Braunstein, started a factory for rolling papers in Paris.
